Seems like a most peculiar location for the air reservoirs, or at least a unique location for any Frisco steam power that I can recall seeing.
The locomotive has Southern valve gear, which necessitated (because of a lack of space) that the air reservoirs be placed atop the boiler. This is a parallel situation to the 1500’s and 4100’s, some of which had their reservoirs located atop the boiler, albeit forward of the steam dome.
