This is at North Yard, Springfield, MO, and appears to have been taken from the Jefferson Ave. footbridge.
Note the concrete TOFC ramp just above the flatbed trailer on the flatcar just in front of the caboose. Also the trailers stored in the lot between the two tracks.
The Commercial Street Business district is seen in the background.
