3540 and 3671 were retired during March 1950 at Ft Scott. I would place the setting of the photograph at Ft Scott circa 1950. 3540 began life as an 1898, Baldwin-built, Vauclain compound 4-6-0, numbered 140. It was renumbered to 540 and simpled (with D-valves). During 1922-23, the West Shops converted it to a piston valve-equipped 0-6-0.
