Looks like Muskogee Oklahoma, the gates guarding the diamond look just like some gates guarding the diamond in one of the pics from Mike Condren’s web page. Also these ex Santa Fe cabooses were regulars in Muskogee.
Most definitely Muskogee, that is the Columbus Ave Bridge int he background and in the distance is the Callahan Viaduct (aka Interurban bridge) over the MKT.
